Proposed Amendments – State Board of Education Rules

The following rule actions were filed with the Texas Register on Monday, February 25, 2013, for publication in the March 8, 2013, issue:

Proposed Amendments to 19 TAC Chapter 115, Texas Essential Knowledge and Skills for Health Education, Subchapter A, Elementary, §§115.2-115.7, and Subchapter B, Middle School, §115.22 and §115.23

Summary: The proposed amendments would add student expectations for bullying prevention to the Texas essential knowledge and skills for health education as required by House Bill 1942, 82nd Texas Legislature, 2011.

  • Earliest Possible Date of Adoption: April 2013 SBOE meeting.
  • Proposed Effective Date: August 26, 2013.

Proposed New 19 TAC Chapter 117, Texas Essential Knowledge and Skills for Fine Arts, Subchapter D, Elementary, Subchapter E, Middle School, and Subchapter F, High School

Summary: The proposed new rules would establish revised Texas essential knowledge and skills for fine arts courses in elementary, middle school, and high school with an implementation date of the 2015-2016 school year.

  • Earliest Possible Date of Adoption: April 2013 SBOE meeting.
  • Proposed Effective Date: 20 days after filing as adopted with the Texas Register.

A request for a public hearing on a proposal submitted under the Administrative Procedure Act must be received by the commissioner of education not more than 14 calendar days after notice of the proposal has been published in the Texas Register.
