Important Notice from TEA Regarding CTE Certification Exam Reimbursement for 2013-2014

The following information was shared through the Texas Education Agency Career and Technical Education  listserv:


“In correspondence dated May 22, 2014, the TEA notified school districts that state CTE certification exam reimbursement funds were available to reimburse districts for a certification exam taken and passed by a student during the 2013-2014 school year to qualify for a license or certificate.

If CTE certification exams were paid with 2013-2014 Perkins funds, LEAs may use the reimbursement funds to replace/reclassify expenditures paid with the 2013-2014 Perkins funds for allowable industry certification exams that were taken and passed between the start date of the LEA’s 2013-2014 Notice of Grant Award and June 30, 2014 (the period of obligation for the 2013-2014 Perkins formula grant). This will result in a remaining balance of Perkins funds. These excess Perkins funds may then be utilized to replace other expenditures charged to non-Perkins funding sources that are allowable and allocable to the Perkins grant program and fall within the period of obligation for the LEA’s 2013-2014 Perkins formula grant. The LEA must comply with supplement, not supplant requirements when making such adjustments. The LEA must maintain supporting documentation including updated general ledgers with journal entries and journal vouchers to support the reclassifications between funding sources.

Districts that applied for a reimbursement of exam fees paid for with Perkins funds and that are unable to expend that reimbursement prior to June 30, 2014, should notify the TEA immediately to withdraw or revise their CTE certification reimbursement application.

Any applications for reimbursement of exam fees paid with Perkins grant funds that are received after June 16, 2014, will not be accepted as there will not be adequate time for the TEA to process and distribute the reimbursement and for a district to expend those funds. Applications for reimbursement of exam fees paid for with other funds will continue to be accepted until the allocated funding has been expended.
