The Essence Statements for the Spring 2017 STAAR Alternate 2 administration have been posted at: http://tea.texas.gov/student.assessment/special-ed/staaralt/essence/

Region 13 is offering an optional STAAR Alternate 2 Overview workshop (SP1735985) on February 6, 2017 for first time administrators. TEA does not require additional training beyond the campus test administration and confidentiality session. TED Tips: Transition and Employment Guide

The Texas Transition & Employment Guide was required by the same legislation that created the Transition & Employment Services Designee (TED). Developed by a team of stakeholders from across the state, this guide was first published in 2014 and is posted to the Transition in Texas website (in English and Spanish).

The Texas Transition & Employment Guide includes:

  • Sections on Self Advocacy, Transition Services, Employment and Supported Employment, Social Security Programs, Community and Long Term Services and Supports, Postsecondary Educational Programs and Services, Information Sharing, and Guardianship and Alternatives
  • Phone numbers, emails, and websites to help you find what you need
  • Timeline of steps that students and families can take as they make the transition from student to adult

If you are the TED for your district or charter school you should be very familiar with this guide. Be sure that you know how to use it to learn more about services in Texas or to help students/families access these services and understand the transition process based on their needs and goals.

Texas Education Code §29.0112 (e) requires that a school district shall:
(1) post the transition and employment guide on the district’s website if the district  maintains a website; and
(2) provide written information and, if necessary, assistance to a parent regarding how to access the electronic version of the guide at:
(A) the first meeting of the student’s admission, review, and dismissal committee at which transition is discussed; or
(B) the first committee meeting that occurs after the date the guide becomes available, if a student has already had an admission, review, and dismissal committee meeting discussing transition.

STAAR Alternate 2 Update

Good news!

Based on the September 23rd STAAR Alternate 2 TETN on September 23, 2016 , there are only minimal changes to STAAR Alternate 2 for the April 2017 test administration.

 

 

Key dates for the 2017 administration are:

March 17, 2017 – last day for Test Administrator Training

March 20-31, 2017 – Preview Window for teachers to prepare needed accommodations

April 3-21, 2017 – Assessment Window

April 24-15, 2017 – Verification Window (new)

The soon-to-be published Test Administrator Manual will have clarified policies on Confidentiality, Security of Materials, Presentation Instructions, and Scoring Instructions.

Minor changes in Allowable Accommodations include the elimination of Photocopying which is replaced with photocopying guidelines in the Test Administrator Manual.  “Use calculator to arrive at response” has been expanded to “Use calculator, manipulatives, or math tools to arrive at response” and the accommodation on rereading sections of the text has been re-worded.

There were reminders from TEA on the No Authentic Academic Response (NAAR) designation:

  1. State assessment decisions are to be reviewed annually. Students who received a NAAR designation in the previous year should be monitored for skill development and be reconsidered annually.
  2. There should be evidence in the student’s IEP beyond the NAAR Eligibility Requirements form. The decision should be supported in the PLAAFP statement. The types of activities attempted with the student (released tests, daily instructional activities) and the outcomes should be recorded in the deliberations or elsewhere.
